Mueller's short speech was clearly to tell everyone he had no choice but NOT to indict Trump, and that if Congress wants to do that, that's up to them.
Huge pressure on Pelosi now.
He also underscored the fact that Russia tried (and succeeded!) to disrupt our elections by damaging a presidential candidate — Hillary Clinton.
