Mueller's short speech was clearly to tell everyone he had no choice but NOT to indict Trump, and that if Congress wants to do that, that's up to them.

Huge pressure on Pelosi now.

He also underscored the fact that Russia tried (and succeeded!) to disrupt our elections by damaging a presidential candidate — Hillary Clinton.

I will say what I think that it’s a fair inference that Bob Mueller was essentially referring impeachment to the United States Congress.

What Robert Mueller basically did was return an impeachment referral. Now it is up to Congress to hold this president accountable.
